Developing nations are seeking greater access to talent, infrastructure, artificial intelligence models and governance expertise, as they aim to harness AI without lagging further behind in its development and application, officials and experts from Global South countries said at an AI workshop in Beijing.
全球南方国家的官员和专家在北京举行的一场人工智能研讨会上表示,发展中国家正寻求更多机会获取人工智能人才、基础设施、人工智能模型以及治理经验,以便在利用人工智能推动发展的过程中避免进一步落后于全球技术发展和应用进程。
The fourth Workshop on AI Capacity Building is being held at Peking University from Monday through Saturday, with representatives from more than 30 nations attending.
第四届人工智能能力建设研讨班于周一至周六在北京大学举行,来自30多个国家的代表参加了此次活动。
The AI capacity building workshop follows President Xi Jinping’s announcement at the 2026 World AI Conference and High-Level Meeting on Global AI Governance in July, in which he said that China would provide developing countries with 5,000 opportunities for AI training and seminars over the next five years.
此次人工智能能力建设研讨班,是继中国国家主席习近平在2026年7月举行的世界人工智能大会暨全球人工智能治理高级别会议上宣布相关倡议之后举办的活动。习近平当时表示,未来五年,中国将向发展中国家提供5000个开展人工智能培训和研讨交流的机会。
Speaking at the workshop’s opening ceremony, Renan Gaya, director of data structuring and artificial intelligence at Brazil’s Ministry of Management and Innovation in Public Services, said that deep disparities in data, computing capacity, talent, standards and capital continue to shape the global AI landscape.
在研讨班开幕式上,巴西管理与公共服务创新部数据结构化与人工智能司司长雷南·加亚(Renan Gaya)表示,数据、算力、人才、标准和资本方面存在的巨大差距,正在持续塑造全球人工智能发展格局。
“Without collective action, AI may reinforce historical inequalities and create new forms of technological dependence,” Gaya said, adding that “countries must build their own capacity or, at least, reduce strategic dependencies”.
“如果缺乏集体行动,人工智能可能会强化历史性不平等,并产生新的技术依赖形式。”加亚说。他补充道,“各国必须建立自身能力,或者至少降低在战略领域的依赖程度。”
