The NBA dropped the largest punishment in league history on Steve Ballmer and the LA Clippers by fining them and taking away five 1st round picks after determining that they did, in fact, repeatedly circumvent the salary cap.

The league's report includes some stunning details and and Adam Silver's punishment has surprised many observers (also apparently including the Clippers), with how severe it is.
