Matthew Brown is a former Pentagon policy advisor who worked the counter-WMD mission under the Office of the Undersecretary of Defense for Policy. While performing routine file maintenance on classified systems, he discovered a briefing for the Immaculate Constellation program, an operational SAP governing global surveillance of UAP. He reported through proper channels, became a whistleblower to Congress, and is the primary source behind the public revelation of Immaculate Constellation.
