Congress may be getting exactly the behavior its election system rewards

Only about 15% of Americans approve of the job Congress is doing, but Kevin Kosar of the American Enterprise Institute says the problem may run deeper than polarization. His latest research examines whether the incentives built into campaigns and elections are pushing lawmakers away from governing and toward perpetual reelection mode. He joins me now for a discussion of his findings.
