The Pentagon asked OpenAI for a custom version of its AI designed to turn down military commands as infrequently as possible. &quot;Minimal refusal rates.&quot;</p><p>Six months ago Anthropic lost up to a billion dollars in government revenue for refusing to build that version. A judge ruled the retaliation unlawful. The winning bidder is now on the GSA schedule at half price.</p><p>They put intelligence on the GSA schedule. They took the apprenticeship off the org chart. They asked the winning model to minimize its refusal rate.
